Anthony Raymond — Founder of ARCAN

Born in Monaco, Anthony Raymond built his career between the Principality and France. After training in law in Aix-en-Provence and Nice, he specialised through a Master's degree in European Business Law in Paris — a formative experience that permanently anchored his reading of law in its European and international dimension. Experience at Legalstart in Paris rounded out this path, opening his perspective onto the new models reshaping the practice of legal consulting.

He then joined Gordon S. Blair Law Offices, where he developed a cross-disciplinary business law practice. He handled matters involving latent defects, non-conforming delivery, bad-faith termination of negotiations and unfair competition, in Monégasque, French and international contexts. He also worked on economic sanctions, anti-money laundering and the regulatory obligations arising from the post-2022 context.

It is from this practice, built where the law meets reality, that he founded ARCAN in 2026 — a structure designed to intervene upstream, informed by the perspective of a practitioner who knows where structures give way under pressure.

The Founding of ARCAN

ARCAN was founded on a simple conviction: legal rigour and clarity in the client relationship are not mutually exclusive. High-level legal advice deserves a framework in which the client knows exactly what they are committing to, where their matter stands, and what they will receive.

This conviction has guided every structural choice ARCAN has made: fees disclosed before any engagement begins, a secure client portal giving real-time access to documents, exchanges and the progress of each matter. Tools designed not to impress, but to serve — and to make the legal relationship as smooth and transparent as possible.

Monaco is a demanding market, where reputation is built matter by matter. It is in this spirit that ARCAN operates, with the rigour this market demands and the modernity it calls for.

Know before acting

Every matter deserves to be read in its entirety. Before any intervention, ARCAN analyses the documents, identifies the interactions at play, and maps the real issues at stake, drawing on an in-depth knowledge of the Monégasque environment. This comprehensive reading allows for precise intervention, in the right place, at the right time.

Think beyond borders

Organisations established in Monaco rarely operate in a purely local framework. Their contracts span jurisdictions, their regulatory obligations extend beyond Monégasque law, and their operations sit within a European and international environment. It is in this dimension that ARCAN's expertise is exercised.

Anticipate before building

Experience with complex matters teaches where and how contracts and structures give way under pressure. This is the perspective that informs ARCAN's approach today: documents drafted and risks assessed with the knowledge of what holds up.

Why ARCAN?

ARCAN structures its work around a progressive logic: a compliance diagnostic to identify risks, targeted interventions to address them, and dedicated legal counsel for executives who want a permanent legal reflex. Each engagement responds to a specific need, within a scope defined before work begins.

The regulatory shifts of recent years have profoundly reshaped the framework in which organisations operate. ARCAN's expertise has been built precisely on this terrain, at the intersection of Monégasque law, European regulation, and the international issues that run through them.

Finally, ARCAN delivers its services in a modern format, giving each client access to a secure portal — the ARCAN Space — centralising documents, exchanges and the tracking of each engagement. An environment designed for clarity and peace of mind in legal follow-up.

Why ARCAN? Because anticipating costs less than repairing. And because organisations operating in Monaco and internationally deserve counsel that knows both.
